Harvey is causing ‘epic catastrophic flooding’ in Houston. Why wasn’t the city evacuated?

(Reuters)Through Sunday morning, Harvey continued to unleash record levels of rain on Houston, causing “catastrophic” flooding in the city and in surrounding Harris County. Police helped evacuate residents from a flooded apartment complex early Sunday, Aug. 27 in the Greenspoint neighborhood of Houston, where tropical storm Harvey has dropped a recorded 20 inches of rain. There were no evacuation orders in Houston, and only ones in a few communities in Harris County, Sanchez stressed. “For Houston, Harris County, the county judge and I both agreed that for us this was a major rainfall event and so there was no need to evacuate. Rescuers answered hundreds of calls for help as floodwaters from the remnants of Hurricane Harvey began to fill second-story homes.
