Authorities expect the death toll to rise as rescue efforts go on and as more rain, rising rivers and surging floodwaters pummel the Gulf Coast. Greg Abbott (R) said authorities in his state are focusing on “saving lives” as Harvey continues to pound Texas on Aug. 27. He evacuated as the Colorado River flooded because of rains caused by Hurricane Harvey.
