By DAVID MWERE More by this AuthorThe Office of the Director of Public Prosecutions (ODPP) has developed policy guidelines that, if implemented fully, will enhance prosecution of crime suspects. The ODPP has also developed policy documents on alternatives to prosecution — plea bargain, diversion and deferred prosecution agreements that DPP Noordin Haji says will be effective for the disposal of cases in court. “The decision to charge is the most significant decision a prosecutor makes in handling and streamlining the prosecution of criminal cases in our justice system,” Mr Haji says in the policy document. “The process shall be applied equally and fairly to bolster public confidence in the administration of criminal justice system,” Mr Haji says. Also published are guidelines on the delegated prosecution, practice directions of delegated prosecutorial powers, administration and management of the prosecution fund as well as the traffic rules and guidelines.
