The High Council of State (HCS) has rejected two recent decisions taken by the House of Representatives (HoR), accusing the parliament of acting unilaterally and undermining political consensus. In a statement, the council criticised the HoR for moving ahead with appointments to the High National Elections Commission, saying the process was flawed both procedurally and legally. The council reaffirmed support for a unified national salary system covering both civilian and military employees. The HoR had earlier voted to approve a 150% salary increase for forces listed as "martyrs, prisoners, the missing and those wounded in conflict" — a proposal submitted by Saddam Haftar. It also approved filling vacant posts within the High National Elections Commission, despite earlier understandings between the two chambers on replacing the commission’s leadership in full.
