Share TweetBy Jeffrey DamicogJustice Secretary Menardo Guevarra on Monday (Sept. 30) welcomed the petition filed by New Bilibid Prison (NBP) inmates before the Supreme Court (SC) which questioned the revised implementing rules and regulations (IRR) of the Good Conduct Time Allowance (GCTA) law. The revised IRR was created by the Department of Justice (DOJ) and the Department of Interior and Local Government (DILG) for Republic Act 10592. The revised IRR indicated, among others, that recidivists, habitual delinquents, escapees and those convicted of heinous crimes are unqualified to benefit from the law. “Only the Supreme Court has the final word on the issue.
