(Ieva Lucs/CBC - image credit)Despite a new bylaw that limits where tents can be erected in Guelph, a homeless encampment in the heart of downtown is seemingly growing. Clack-Bush said she recognizes that some of the behaviour in the encampment downtown is "problematic" and is having a negative impact on businesses in the area. Mayor Cam Guthrie has been vocal on social media about open drug use at the downtown encampment and in the city's parks.
