Guardian Public Service Awards 2017 overall winner: Hertfordshire county council


David Brindle, the Guardian’s public services editor and co-chair of the judging panel, says: “Hertfordshire has truly broken the mould. Hertfordshire asked – and now not just the council, but other public agencies too, are reaping big savings. The service has also had an impact on domestic abuse – the biggest single crime in Hertfordshire. By the end of its first 12 months there was a 66% reduction in repeat police callouts to domestic abuse incidents. One man who participated in the domestic abuse prevention programme said that he was calmer, and as a result, his children were happier.
