Florida, Nebraska and Texas are in the midst of acting on introduced bills on campus free speech, and measures are pending in roughly 10 other states. States that have already enacted campus free speech laws are Virginia, Missouri, Arizona, Colorado, North Carolina, Tennessee, Utah and Wisconsin, according to the National Council of State Legislatures. The university later decided not to renew Lawton’s teaching contract, and has made changes to ensure free speech. Lindsay said the free speech debates, as contentious as they are, occurring among college administrators and state lawmakers, speak well for the country. "Everyone sees there is a problem, and everyone agrees on affirming the primacy of free speech," he said.
