The government is focussed on evolving clear delivery mechanisms of these institutions in measurable terms. The functions of these local bodies are much less as compared to the high expectations from them,” a senior official said. The government has identified the need for strengthening the manpower at the grass-roots level and ensure that there is a set of people “who can deliver”. We can, however, take leverage of playing around within these limits to make the system more effective and efficient,” the official said.
