He described as “fake news” rumors that the pay hike depends on the budget. “It will go on as programmed, even in the event of a slight delay in the signing into law of the 2019 budget. Andaya explained that “[t]he authorization for the salary hike for civilian government employees and military personnel are governed by two separate laws. He added that the pay hike before that, SSL III, ran from 2009 to 2012, through EO 811 which was signed by former President Gloria Macapagal-Arroyo.
