Senate Majority Leader Kipchumba Murkomen ignited the debate at the start of the devolution conference when he asked governors to promote transparency and accountability in management of county resources. Governor Mandago accused Mr Murkomen of unfairly targeting governors in misuse of county funds and corrupt deals. Mr Mandago said county bosses had nothing to hide on how they managed funds allocated to the regions. Kakamega Governor Wycliffe Oparanya and his Laikipia counterpart Ndiritu Murithi said governors were doing their best in the regions.
