Washington (CNN) The White House is seeking a short-term bill to avert a government shutdown and punt the fight until soon after the November elections, according to a proposal sent to Capitol Hill, setting up a potential clash with Democrats ahead of high-stakes negotiations this month. Both sides need to reach a deal to avoid a shutdown by the end of September. And both sides have their own definition of what a "clean" funding measure should entail -- so the topic will be a subject of ample negotiation. In a 23-page document obtained by CNN that outlines its demands for the funding package, the White House has informed lawmakers that it wants a stopgap measure to keep the government afloat until mid-December during the lame-duck session of Congress. The document outlines the White House's priorities for funding for a range of programs -- from energy to national security to disaster loans for small businesses.
