The Climate Change Commission head says everyone will have to change, both on a broad and individual scale, if the country wants to achieve climate targets. ROSA WOODS/STUFF Climate Change Minister James Shaw announced the changes. STUFF Coal is squarely in the sights of the Government, with a proposal to ban most new coal boilers. This budget would be superseded by the first emissions budget from the Climate Change Commission in 2022. Coal boilers would still be allowed for high temperatures of above 300C - used for things like making steel.
