As per an initial assessment by Governor Satya Pal Malik, “not enough crowd control measures” were exercised as the security forces were scattered in teams of two and three. Thokar along with Adnan alias Tahir Hizbi and Bilal Ahmad alias Hashim, all from Pulwama, ran for cover from a nearby village. After they were cornered and killed, the security forces were also scattered. The security personnel were trying to evacuate Kishan Singh Rajput a jawan who had suffered a bullet injury during the encounter, when they faced a volley of stones from the protesters. We spoke to few public representatives also, apart from security forces.
