It forms part of the culture of private corporate leadership to believe that decisions are imposed, not the fruit of consensus. They also assume that a zero-sum logic (whereby anything gained by one person is lost by another) prevails everywhere. The generation of neo-conservative CEOs managing the public interest today evidently faces a steep learning curve to understand that governing is not bossing people about, only to bash their heads against the wall repeatedly.
