Speaker Koffa and his supporters refused to bow to the so-called Majority Bloc citing Article 33 of the Liberian Constitution. Article 33 of the Liberian Constitution states that a simple majority of each House of the Liberian Legislature constitutes a quorum for conducting business. The conference followed a stay order issued by Justice Gbeissy, aimed at halting efforts by the “majority bloc” to remove House Speaker Cllr. They indicated the alleged violations of Articles 31 and 49 of the Liberian Constitution, asserting that the majority bloc failed to follow proper due process in their efforts. The lawyer of the So-called bloc acknowledged this directive, indicating a willingness to compel his clients “majority bloc to return to session under the speakership of” Jonathan Fonati Koffa.
