Gordon backs President Duterte’s preference for Con-AssSenator Richard Gordon welcomed on Friday the preference of President Rodrigo Duterte to use Constitutional Assembly (Con-Ass) over Constitutional Convention (Con-Con) as mode to amend the 1987 Constitution. However, the President revealed his preference for a Con-Ass which is cheaper and faster. Gordon said he prefered Con-Ass, which “least expensive and most expeditious” way compared to two other modes – Con-Con and People’s Initiative. President Duterte, earlier, called for Con-Con which is more consultative mode to amend the 29-year-old Constitution. The other mode of amending the Constitution is through a people’s initiative, in which a petition for constitutional amendments is filed and presented to the public for their signatures.
