When the government came to power in 2017, the economy was already on the mend from the challenges of 2014. Overall economic growth in 2016 was 3.4%, up from 2.2% the previous year (based on revised data). As a result, between the fourth quarter of 2017 and the end of 2019, electricity sector growth fell by nearly 70.0%. What we had was the absence of a clearly articulated strategy for economic growth and social development.
