But they are candid — and back it up with multiple demonstrations — that if partisan gerrymandering is eliminated, the question of what comes next is not easy to answer. When they sought to draw maps proportionate to the breakdown of the electorate, they had to engage in some partisan gerrymandering to get there. The lack of competitiveness in House districts has come gradually and steadily and not simply as a result of partisan gerrymandering. One factor in reducing the number of competitive House districts is that fewer and fewer counties are balanced politically. As people judge the current state of politics, there is more at fault than partisan gerrymandering, as distasteful as it might be.
