He graduated from Defence Services Command and Staff College in Mirpur and also from Joint Services Command and Staff College, UK. He has completed Master of Defence Studies from Bangladesh and Master of Arts in Defence Studies from the King’s College, University of London. He commanded an infantry battalion, an independent infantry brigade and an infantry division. Gen Waqar has held various staff appointments in an infantry brigade, School of Infantry and Tactics or SI&T, and in Army Headquarters. The general has participated in two UN Missions - in UNAVEM (Angola) as military observer and in UNMIL (Liberia) as senior operation officer.
