The members of Congress pointed to China’s diplomatic and economic ties to North Korea as a key lever for minimizing the threat posed by North Korea. The comments came as North Korea test-fired a ballistic missile that quickly blew up early Sunday. Royce said North Korea might still try to conduct another nuclear test.
