Implementation of protective measures and foresighted planning by the state, not its withdrawal, are necessary for the private sector to thrive. When a state generates some such commitment, it becomes naturally prone to devise policies aimed at furthering the private sector. But this does not mean that the defense includes the economic development of the country. Needleless to say, the private sector cannot develop if the system of education does not produce self-reliant and creative people. The distinction goes against the widely held view that democratization precedes and conditions economic development and modernization.
