One of the centerpieces of Facebook’s new counter-terrorism effort is the use of digital fingerprinting to prevent banned content from being reuploaded to the platform. Facebook’s counterterrorism system is similarly opaque, with claims of success, but little insight into the system’s inner workings. Moreover, it is unclear why the company does not bring in external expert panels to conduct a full review of its counterterrorism methodology and technology. Moreover, as social media companies become more active in regulating the speech that transits their systems, these underlying filters and algorithms are likely constantly changing. Putting this all together, as Facebook transitions from a passive hosting company into an active and aggressive content moderator, its myriad gatekeeping algorithms are taking center stage.
