PARIS—French prosecutors brought preliminary charges against tycoon Vincent Bolloré for allegedly bribing politicians in Togo and Guinea to win lucrative contracts in the West African nations. The charges against Mr. Bolloré—which he denied—are an unexpected blow for a businessman who is known as one of France’s savviest investors. Mr. Bolloré built a logistics empire whose operations span the African continent. He also is the largest shareholder in Vivendi SA, a media conglomerate that includes Universal Music Group.
