The Education Policy Institute (EPI) found that academic attainment was weak at primary level and only average at secondary, despite the extra resources and freedom these schools have. The report said that free schools were helping to meet the need for new places and their growth was higher in places of shortages, especially at primary level. However, the EPI said that too many free schools were in London and the southeast where schools were already good, when the real need for improvement was in the northeast of England and the midlands.
