A fragile cease-fire began in Libya on Sunday after months in which foreign military intervention intensified a civil war that has raged on Europe’s doorstep. Libyan military commander Khalifa Haftar, who has waged a renegade military campaign since 2014, launched an offensive in April last year to capture the capital, Tripoli, which is held by the United Nations-backed Government of National Accord and its allied armed groups.
