Paddy O'Brien. Former international rugby referee Paddy O’Brien has decided not to put his name forward for the upcoming Invercargill City Council (ICC) by-election. He is also Sevens referee manager with World Rugby and has commitments to the ILT Board and the Hawthorndale Care Village project.
