Up to 13 inches of rain has inundated parts of Southeast Virginia since Monday, closing schools and washing out roads. Tim Pandajis, a meteorologist for the ABC affiliate serving Southeast Virginia, said Norfolk has broken rainfall records on three straight days for the first time since measurements have been kept.
