Like most Guantanamo prisoners, Dhiab was never charged with a crime and maintained that his long imprisonment was unjustified. A former Guantanamo Bay detainee who was resettled in Uruguay and went missing in June has reappeared in Venezuela, seeking help from Uruguayan officials in traveling to Turkey, Uruguayan officials said. It was not immediately clear whether Dhiab’s family had been granted permission to travel to Uruguay. “It is not the responsibility of the Oriental Republic of Uruguay to take care of financing his travel to Turkey or any other country,” the statement said. The ministry said that Dhiab would be able to return to Uruguay at any time but the government would not pay for his journey to Turkey.
