In order, they are Boston, Washington, San Francisco, Seattle, Portland, Ore., New York, Philadelphia, Minneapolis, Chicago and Baltimore. New York, Chicago, Boston and Washington already have vibrant urban centers, not that they couldn’t be improved. New York City, with a score of 104.7, and San Francisco (104.5) are two of the most expensive cities in the country, making them long shots.
