— As floodwaters slowly ebbed in southern Louisiana, emergency officials and residents pursued an extensive recovery operation on Wednesday that included door-to-door searches and urgent efforts to provide basic services and shelter. State officials have blamed the flooding for at least 11 deaths, including five in East Baton Rouge Parish. On Tuesday here in Denham Springs, just east of Baton Rouge, Randall Johnson, 53, sloshed through the waters of the trailer park where he lived. “People in Louisiana urgently need our help now,” said Brad Kieserman, the Red Cross’s vice president for disaster services operations and logistics. Louisiana State University said that its campus in Baton Rouge would be partly open on Wednesday and that new students could begin moving into their residence halls.
