On Wednesday, in what has become a routine, commuters took to social media to vent, with some saying delays caused their commute times to more than double. The number of monthly delays on the subway has soared to about 70,000 every month from 28,000 in 2012. Andrew M. Cuomo of New York, who largely controls the authority that runs the subway, blamed the April failure on Consolidated Edison, the utility that provides power to the trains. Mr. Cuomo has been criticized by advocates and riders for remaining largely silent as service has deteriorated even as fares have risen.
