Some of Christchurch's newest city councillors have fired a salvo at the organisation's spending, with one labelling it "inefficient". At a lively meeting on Tuesday, five city councillors protested a mooted 4.65 per cent rates hike, citing the burden on homeowners and businesses. The proposed residential rates increase was lower again at 2.74 per cent based on a home with a $508,000 capital value. The majority of councillors voted to put the draft annual plan and rates increase out for public consultation.
