In many ways, the Indian submarine building programme going back to the West German HDW during the Rajiv Gandhi years (mid 1980s) appears to be jinxed. The PMO at the time imperiously — and let it be added petulantly — closed a critical submarine building program in India. The detrimental strategic fall-out of that decision still plagues the Indian submarine building effort. The second issue that merits scrutiny is how the Scorpene leak took place and what were the likely triggers. Fingers are being pointed at the French company DCNS and its purported inability to protect sensitive data.
