A Chicago police officer is facing federal criminal charges for shooting two black teenagers in 2013, when he fired into a stolen car that was moving away from him in an incident that was recorded on video. The most notorious case was the 2014 death of Laquan McDonald, 17, who was shot 16 times by a Chicago officer, including several rounds fired after he had fallen. In 2011, the officer, who is Hispanic, fatally shot Niko Husband, a black man — a shooting that city officials ruled was justified. The police review authority said it has sustained misconduct allegations against Officer Proano, but did not say what penalty it had recommended. The Fraternal Order of Police has said that Officer Proano was trying to protect a passenger who was partly out of the car, fearing that he was being dragged.
