A government plan to create jobs by speeding developments through the legal process was a "missed opportunity" to make sure the projects didn't derail climate goals, environment officials told Climate Change Minister James Shaw during the drafting of a fast-track plan. Environment Minister David Parker will put the 11 specific projects into a new law that will be introduced to Parliament this week. "The emissions impacts are unable to be accurately determined in quantitative terms due to the uncertainty around what infrastructure projects this will affect....
