The report also said Farhi tried in October of 2012 to buy an adjacent parcel, a city-owned, 74-slot parking lot at 185 Queens Ave. And while little has changed in that block of Queen's Ave since 2012, the entire episode has not been forgotten. Turner said he raised what happened with 199 Queens Ave as a cautionary tale, to remind council to hold developers accountable.
