WASHINGTON—A federal regulator has hired an adviser to help recapitalize Fannie Mae and Freddie Mac, the mortgage-finance giants at the heart of the 2008 financial crisis. The Federal Housing Finance Agency said Monday it tapped investment bank Houlihan Lokey Inc. as it moves toward returning the mortgage companies to private ownership after their $190 billion government bailout.
