SENATE Bill (SB) 1928, known as the "Microgrid Systems Act," is a good piece of legislation for several reasons and should be enacted into law. As I said at the outset, SB 1928 should be passed; it is by no means a step in the wrong direction. Yes, those are problems that need to be solved and SB 1928 solves them, but they are merely existing gaps in the country's overall energy system. The bill as presented does not enable the implementation of microgrid systems as a progressive substitute for existing conventional distribution systems. Correcting it will not only encourage significant progress toward weaning the country away from outdated and unsustainable energy, but it will also open the floodgates to a huge volume of investment in energy systems.
