One of Theresa May’s less glorious moments was the speech she gave as home secretary to the Conservative Party conference in 2011 railing against the supposed iniquities of the Human Rights Act. May’s most memorable example was “the illegal immigrant who cannot be deported because — and I am not making this up — he had a pet cat”. Her speech whipped delegates into spluttering outrage. The tribunal’s decision to allow a Bolivian overstayer to remain in the country had nothing to do with his feline associations.
