Ontario had plenty of warning about the risky conditions in long-term-care homes, but it didn’t act. Pandemic plans were not followed. The government didn’t move to restrict visitors from long-term-care homes until the middle of March, well after others called for this protective measure. Ontario didn’t start mass testing in long-term-care homes until late April (weeks after experts called for it and the premier promised it), and it’s still not complete. Because of that, the virus was able to take hold and spread in far too many care homes.
