Janice MacKinnon, a former Saskatchewan NDP finance minister, said this is a sign that an adequately constituted pharmacare program, negotiated with the provinces, is still three to four years off. Responding to that criticism, Morneau has said there are those on the political left who want a pharmacare program right away.
