Despite the strongly worded remarks, Lee said he was "not criticizing" the incumbent president but rather "urging her to work harder." "Taiwan is Taiwan, it is not part of China," Lee said, adding that in 1999 he had also introduced the notion of a "special state-to-state relationship" to define relations with China.
