WASHINGTON—A consultant and onetime lobbyist attempted to arrange a trip to Australia in August for Environment Protection Agency administrator Scott Pruitt, according to documents that surfaced Wednesday as part of a legal action against the agency. The trip never materialized. But the revelation comes after weeks of criticism of Mr. Pruitt, alleging wasteful spending on travel and security, and of unusually close ties to outside interests, including consultants and lobbyists.
