On July 8, the Manitoba Court of Queen's Bench found that the City of Winnipeg's "impact fee" on new housing developments exceeded city authority. The impact fee only raised $30 million in three years. As a point of contrast, Edmond even cited another court's decision backing the legality of a similar charge to Winnipeg's impact fee. Winnipeg's impact fee wasn't so meticulous. And Mayor Bowman's reaction to this so-called victory: he plans to give the whole impact fee thing another shot.
