The resolution on climate diplomacy held firm on the principle that no party to the Paris Agreement should be given special dispensation or exemptions from the agreement. Following November’s UN climate summit in Bonn, many have speculated that the U.S. is looking for a face-saving way to rescind its intention to withdraw. Canada, China and the EU will hold a climate summit in Brussels later this year to “reconfirm leadership and commitment to the full implementation of the Paris Agreement”. Europe, Canada and China have insisted the Paris Agreement is a ‘take it or leave it” arrangement and cannot be renegotiated. Today’s resolution by EU foreign ministers signals they may be open to this, as long as the principles of the Paris Agreement are not violated.
