Observers mainly link the challenge to ethnic-based governance structure, which has been in place for over three decades now. According to the Ministry’s official statement, a mere 3.2% of students who took the exam managed to attain a score of 50 percent or higher. Out of the 845,188 students who wrote the grade 12 leaving exam across Ethiopia, only 27,000 managed to secure a passing mark or higher. Berhanu Nega, Minister for Education and leader of the Ethiopian Citizen’s Social Justice (EZEMA), an opposition political party, commented on this year’s results.
