Ethiopian lawmakers voted overwhelmingly on Wednesday to create a national dialogue commission. The commission, whose creation was promised by the government of Ethiopian Prime Minister Abiy Ahmed, aims to establish common ground on the contentious issues. But the commission excludes the Tigrayan People’s Liberation Front (TPLF) and the Omoro Liberation Army, both of which are fighting the Ethiopian National Army and have been declared terrorist organizations by the East African nation.
