The announcement for emergency comes days after clashes broke out in the Amhara region between military and local Fano militiamen. In Amhara, violent clashes broke out over a disputed plan to absorb the regional security forces into the national army. A similar effort was made last year to include the Amhara militia, who are referred to as Fano. As per a report by Reuters, the clashes broke out in April when the PM Abiy Ahmed announced efforts to integrate to two forces.
