Egypt, which lies downstream in the Nile Basin, views the Grand Ethiopian Renaissance Dam as an existential threat, warning of risks to Nile water security and regional stability. Ethiopia’s flagship project, the Grand Ethiopian Renaissance Dam (GERD), launched in 2011, has been a source of prolonged friction among Nile Basin countries. The GERD is located on the Blue Nile, one of the tributaries of the world’s second-longest river, the Nile. The Pan-African body managed to reach a regional nonbinding agreement on the filling of the dam, but Ethiopia did not recognize it.
